I can think of one scenario where this might kinda sorta be remotely practical. If you're in a firefight and run all your mags dry, and you now need to resort to loading loose rounds into your gun. But loading them directly into your mag would probably be just as easy

No restrictions in those state if they read their constitution and stand up for their rights. REMEMBER YOUR 2A RIGHT SHALL NOT BE INFRINGED UPON. Them regulating your weapons to how many round you have is a violation of your 2a rights. Also remember you are granted the same rights as every other state in California and can not be treated differently just because of your location in this country. Our constitution makes sure all citizens regardless of state get the same rights as everyone else. For California being so liberal and wanting equal rights they are sure stomping on them at every turn
